U.S. stocks are following overseas markets, which are rising after officials from the Group of 20 countries agreed to keep economic stimulus measures in place.

Investors are awaiting retailers’ earnings reports to see how much consumers are spending as the holidays approach. The market is concerned that rising unemployment, which now sits at 10.2 percent, will further discourage already hesitant consumers from spending.

Still, the Labor Department’s jobless report Friday hasn’t deterred investors, who were buying stocks on the theory that the weak labor market will prompt the Federal Reserve to keep interest rates low for some time.

In early trading, the Dow Jones industrial average rose 81.70, or 0.8 percent, at 10,105.12. The broader Standard & Poor’s 500 index rose 9.69, or 0.9 percent, at 1,078.99, and the Nasdaq composite index is up 23.61, or 1.12 percent, at 2,136.05.

General Electric Co shares jumped more than 5 percent after a brokerage upgrade, and helped lead the industrial sector higher.

U.S. employers cut 190,000 jobs in October and unemployment hit its highest level since 1983. Despite the disturbing headline unemployment number, payroll losses continued to decline, which some investors saw as a mild positive as the hourly work week remained static.

The Dow Jones industrial average was up 17.84 points, or 0.18 percent, at 10,023.80. The Standard & Poor’s 500 Index rose 2.30 points, or 0.22 percent, at 1,068.93. The Nasdaq Composite Index increased 7.87 points, or 0.37 percent, at 2,113.19.

Stocks climbed in early trading Thursday after the market got encouraging news on jobs and consumer spending, two of the economy’s biggest trouble spots.

The Labor Department said the number of newly laid-off workers seeking unemployment benefits fell to 512,000 last week, the lowest level since January. Economists had expected 523,000 new claims.

Initial claims are considered a gauge of the pace of layoffs and an indication of employers’ willingness to hire new workers. The report offered investors fresh hope that the government’s monthly report on employment Friday may come in better than expected. Economists expect the unemployment rate to have risen to 9.9 percent in October.

Meanwhile, retailers posted their second consecutive gain in sales in October after more than a year of declines, proving that consumers are starting to spend a little more.

Technology stocks led the market’s gains after an upbeat forecast from Cisco Systems Inc. The technology giant said late Wednesday that it expects revenue to grow for the first time in a year during the period ending in January.

The Dow Jones industrial average surged 127.49, or 1.3 percent, to 9,929.63. The Standard & Poor’s 500 index rose 12.37, or 1.2 percent, to 1,058.87, while the Nasdaq composite index rose 32.80, or 1.6 percent, to 2,088.32.

Yesterday’s Top Performing Small Cap Stock:

Qualsec (OTC BB: QLSZ) was a SmallCapVoice.com top performer yesterday closing up over 14% on trading volume 88,909 of shares.

Qualsec, which recently acquired VitaminSpice, LLC, announced that Dr Robi Ludwig, Psy.D., a nationally known psychotherapist and award winning reporter has agreed to be a spokesperson for VitaminSpice. Dr Ludwig will make appearances, on behalf of VitaminSpice, on various media venues including TV Talk Shows, TV Shopping Networks, News Talk Shows and satellite radio stations.

In addition, Qualsec, announced that VitaminSpice has reached an agreement with Cabo Foods Inc. in which VitaminSpice’s vitamin-enhanced spices will be introduced to Cabo Foods’ West-coast distribution networks and major retail chains that carry their high end gourmet chips.

These high end retail accounts include Ralph’s Grocery (a Kroger company), Albertsons (a SUPERVALU company), Whole Foods Market, Inc. Costco, Henry’s Farmers Market, Mother’s Market & Kitchen, and Sprouts. The distribution area includes the states of California, Nevada, Arizona, Texas and Utah.

Today’s SmallCapVoice.com Hot Stock to Watch:

Pure Earth, Inc. (OTC BB: PREA)

Pure Earth, Inc., today announced that it has been awarded a large environmental project involving the construction of a new basketball arena for the New Jersey NETS basketball team in Brooklyn, New York. The estimated project value is $14 million and should be completed by late 2010. The project is slated to begin in late 2009. Pure Earth was able to secure this project as a result of its strategically located network of treatment and recycling facilities that can treat and beneficially reuse the contaminated soils that will be removed from the site. Pure Earth has previously worked with the engineering firm and general contractor to perform projects of this size in the past, and was selected because of its superior service and emphasis on recycling in an economically attractive manner.

Encouraging news on the labor market buoyed stocks in early trading Wednesday as investors waited for the Federal Reserve to weigh in on the economy.

The ADP National Employment Report said 203,000 private sector jobs were lost in October, down from the 227,000 jobs lost in September. It was the seventh straight month of declining job losses.

That stirred hopes for a better-than-expected employment report from the Labor Department on Friday — the month’s most important piece of economic data.

Later Wednesday morning, the Institute for Supply Management will give an update on activity in the service sector. Growth in the service industry would add significant jobs to the economy.

The market’s main focus though is the Federal Reserve and what it has to say about the economy when it wraps up a two-day meeting on interest rates Wednesday afternoon.

Policy makers aren’t expected to raise the Fed’s benchmark interest rate from a level of near zero, hoping to sustain an economic turnaround by keeping borrowing rates low. But investors will be looking for the Fed’s take on the 3.5 percent growth in the economy during the third quarter and whether such growth will persist. The market would also like more guidance on how the Fed plans to withdraw its stimulus programs without threatening the recovery.

Investors have grown fearful that the economic rebound they’ve been betting on over the past eight months will be fleeting, considering that job losses remain high and consumers still aren’t spending freely. Stocks have zigzagged over the past few weeks amid the heightened uncertainty.

In early trading, The Dow Jones industrials were up 49.19, or 0.5 percent, at 9,821.10. The Standard & Poor’s 500 index was up 6.34, or 0.6 percent, at 1,051.75, and the Nasdaq composite index was up 6.30, or 0.3 percent, at 2,063.62.

Yesterday’s Top Performing Small Cap Stock:

Mantra Venture Group Ltd. (OTC BB: MVTG) was a SmallCapVoice.com top performer yesterday closing up over 10% on trading volume of 40,300 shares.

Mantra Venture Group Ltd. is pleased to announce a project to further develop its Electroreduction of Carbon Dioxide (ERC) technology with input from 3M.

The project will evaluate certain parts and materials proposed by 3M and evaluate their suitability for inclusion in the ERC equipment. It will also investigate a new approach to CO(2) capture. The parties will share the cost of the project equally.

Investors worried about the economic recovery drew only modest comfort from billionaire investor Warren Buffett’s decision to buy one of the nation’s largest railroads.

Buffett’s Berkshire Hathaway said Tuesday it is paying $100 a share for Burlington Northern Santa Fe in a deal valuing the railroad at $34 billion.

Investors are on edge about unemployment and the stability of major financial firms in Europe.

A rise in factory orders wasn’t enough to boost sentiment. The Commerce Department said orders to U.S. factories rebounded in September after dropping in August. Orders rose 0.9 percent in September amid increases in orders for autos, heavy machinery and military aircraft rose. Analysts had expected an increase of 0.8 percent, according to Thomson Reuters.

Investors around the globe have been uneasy in recent weeks, wary about whether the economic recovery can maintain the same pace once government stimulus measures are removed. That uncertainty has led to wild swings in the market. The Dow Jones industrial average has risen or fallen more than 100 points in six of the last eight trading days, the most volatility since March.

The Dow fell 43.38, or 0.4 percent, to 9,746.06. The broader Standard & Poor’s 500 index fell 3.23, or 0.3 percent, to 1,039.65. The Nasdaq composite index fell 10.13, or 0.5 percent, to 2,039.07.

Yesterday’s Top Performing Small Cap Stock:

Adventure Energy, Inc. (OTC BB: ADVE) was a SmallCapVoice.com top performer yesterday closing up over 42% on trading volume of 29,250 shares.

Adventure Energy, Inc., an energy exploration company with operations in the Appalachian Basin, announced that it has executed a joint venture with Lear Oil to rework four Knox wells in Lincoln County, Kentucky.

Under the agreement, the Company will be assigned a 65% working interest in each of the four previously drilled wells once they are placed back into production. In addition, Adventure is granted the right to drill five new wells on the leasehold. Each of the four wells produced on average 2-3 BOD prior to being shut-in.

“This is a significant opportunity for our Company as it opens the door for further exploration and development in an area with historically high production,” said Wayne Anderson, President of Adventure Energy, Inc. “It is our intention to commence operations on this project during the month of November, with production and revenue generation seen shortly thereafter.”

Lucas Energy, Inc. (NYSE Amex:LEI) is a Houston, Texas based independent oil and gas company that identifies, evaluates and acquires leasehold property interests, primarily in the Austin Chalk formation of the middle Gulf Coast of Texas, that are underperforming or have been shut-in or plugged and abandoned. These properties are then revitalized by undertaking extensive re-entry and work-over procedures, including clean-up, repairs and treatments of the existing well bores and lateral extensions, as well as drilling new laterals into previously non-producing areas of the formation. By utilizing tight field and operating management controls, together with having a comprehensive understanding of the production characteristics of the Austin Chalk, the Company believes that it can increase reserves, improve production and maximize cash flow while avoiding most of the high risks of typical exploration projects.

Stocks are snapping back from Friday’s big losses as stronger-than-expected reports on manufacturing and housing allay concerns that the economy’s recovery won’t last.

Major indexes rose more than 1 percent in early trading Monday, including the Dow Jones industrials, which gained 112 points, erasing a chunk of Friday’s 250-point loss.

The gains came after the Institute for Supply Management said its manufacturing index came in at 55.7 in October, much better than the reading of 53 economists had expected. It was the third straight month of growth, and the strongest reading since April 2006.

Meanwhile, the National Association of Realtors said pending home sales increased for the eighth straight month in September. The index rose 6.1 percent from August to 110.1. It was the highest reading since December 2006 and more than 21 percent above a year ago. Economists had expected the index would be level at 103.8.

Also Monday, the Commerce Department said construction spending increased 0.8 percent in September, matching the gain in August. Economists had been expecting a 0.3 percent decline.

The market took in stride news that commercial lender CIT Group Inc. filed for bankruptcy protection on Sunday after a debt-exchange offer to bondholders failed.

The Dow Jones industrial average jumped 112.08, or 1.2 percent, to 9,824.81. The Standard & Poor’s 500 index rose 12.24, or 1.2 percent, at 1,048.43, and the Nasdaq composite index rose 13.34, or 0.7 percent, to 2,058.45.

Personal spending fell 0.5 percent in September, the Labor Department reported Friday, in line with forecasts. That follows a 1.3 percent jump in August fueled by the government’s popular Cash for Clunkers car rebate program.

The market is paying close attention to indicators of consumer spending, which is still in a slump despite improvements in other parts of the economy such as manufacturing and housing. Spending by consumers makes up a major part of the U.S. economy.

The Dow Jones industrials jumped nearly 200 points on Thursday following a strong report on gross domestic product growth in the third quarter, but many economists worry that much of that growth came from government stimulus measures and that weak spending by consumers will continue to hold the economy back.

The Labor Department also reported Friday that personal income was flat in September compared with the previous month, in line with expectations.

A lack of income growth is due, in part, to ongoing high unemployment rates. With jobs scarce, employers face little pressure to raise pay. The Labor Department said the cost of wages, health care and other benefits increased by 1.5 percent in the year ending Sept. 30. It was the smallest increase since records began in June 1982.

On Thursday, investors cheered a government report that the economy grew at 3.5 percent in the third quarter after four straight quarters of declines. It was the most promising evidence yet that the longest recession since the 1930s has ended.

In early trading, the Dow fell 59.17, or 0.6 percent, to 9,903.41. The Standard & Poor’s 500 index fell 5.40, or 0.5 percent, to 1,060.71, and the Nasdaq composite index lost 6.01, or 0.3 percent, to 2,091.54.

Yesterday’s Top Performing Small Cap Stock:

Mantra Venture Group Ltd. (OTC BB: MVTG) was a SmallCapVoice.com top performer yesterday closing up over 19% on trading volume of 386,803 shares.

Mantra Venture Group Ltd. announced that it has signed a Letter of Intent (LOI) with King Fahd University of Petroleum & Minerals (KFUPM) based out of Dhahran, Saudi Arabia. Under the terms of the LOI, Mantra and KFUPM’s Center for Refining and Petrochemicals (CRP) have expressed a mutual interest to explore and research new processes that would use Mantra’s Electroreduction of Carbon Dioxide (ERC) reactor, a form of carbon recycling.

Current processes developed by Mantra have been demonstrated as effective in converting CO2 into a variety of valuable chemicals, including: formate salts, formic acid, oxalic acid and methanol. While each of these end-products has a significant market value, Mantra is now looking to create additional value in its ERC technology by expanding this list. The CRP Research Institute of KFUPM has extensive capabilities in product research and application, is very knowledgeable about the petrochemicals industry, and can help Mantra achieve its goal.

Viper Networks, Inc., a global telecommunication network operations and technical management company, announced today that it has signed a Letter of Intent to acquire a 49% interest of a privately held, profitable construction company based in Saudi Arabia, for a combination of cash and stock.

Mr. Shouekani continued, “This additional interest in high-quality properties in our core markets represents an excellent opportunity for Viper Networks to add value with a modest investment.”

Investors have spent the past couple of months hunting for clues of just how much the economy has recovered. Thursday’s gross domestic product reading gave them the surest sign yet that the economy is on the upswing.

The Commerce Department said the economy grew at an annual pace of 3.5 percent in the third quarter, faster than the 3.3 percent increase predicted by economists polled by Thomson Reuters.

The growth was the best in two years and stops four consecutive quarters of declines that had pushed the economy into its worst recession since the Great Depression.

Growth was bolstered by government stimulus programs, including the popular Cash for Clunkers auto program and tax credits for first-time home buyers.

In early morning trading, the Dow Jones industrial average rose 66.27, or 0.7 percent, to 9,828.96. The Standard & Poor’s 500 index rose 8.99, or 0.9 percent, to 1,051.62, while the Nasdaq composite index rose 20.20, or 1 percent, to 2,079.81.

Yesterday’s Top Performing Small Cap Stock:

Muscle Flex Inc. (Pink Sheets: MFLI) was a SmallCapVoice.com top performer yesterday closing up over 30% on trading volume of 3,327,363 shares.

Muscle Flex Inc. announced today that it is implementing the appropriate steps in facilitating international distribution for its BUDDY Tablet Caddy(TM) (www.BUDDYTabletCaddy.com) and Beagle StepFit(TM) (www.BeagleStepFit.com) products through global direct response partnerships. With the 1 and 2 minute short form commercials and one-page landing pages nearly completed, Muscle Flex is preparing for the North American release of both products through direct response national TV campaigns and in conjunction, beginning the steps necessary in launching both products in the global market place as well.

Today’s SmallCapVoice.com Hot Stock to Watch:

Mantra Venture Group Ltd. (OTC BB: MVTG)

Mantra announced that it has achieved enhanced cathode stability through the use of a new proprietary technique. Management will review the patentability of this technical breakthrough in the weeks that follow.

John Russell, Vice President of Technology Evaluation at Mantra, explained: “We are happy with the latest advancements made on the ERC technology and Mantra will be looking at the patentability of this latest discovery to further secure its competitive advantage. Thanks to persistent research, ERC is moving steadily from concept to reality as a complete technology.” He then added: “This is the essential evolution of a commercial product; it is built on a series of small successes culminating in a practical, economic technology that is of interest to industry and government.”

Mr. Larry Kristof, Mantra’s President and Chief Executive Officer, had this to say: “ERC has an important contribution to make in the realm of carbon recycling and it is exciting to see it becoming a reality. It is more and more competitive with CCS (carbon capture and sequestration). The last five months have seen the rate of technological improvements move ahead of schedule and, as a result, we are getting the exposure in the media that we had sought. ERC is now getting consistent recognition from major international industry players and institutional investment firms alike.”

The market is extending its losses after weakening Tuesday following a disappointing reading on consumer confidence. A new report showing durable goods orders rose in line with expectations in September had little effect on trading.

A disappointing earnings or economic report can give investors a reason to cash in some gains, but overall most signs point toward additional strengthening of the economy and market, Williams added.

The Commerce Department said orders to factories for items that are expected to last at least three years, like autos, computers and aircraft, rose 1 percent in September, matching economists’ expectations.

The biggest jump in demand for machinery in 18 months helped offset weakness in commercial aircraft and autos. It was the second increase in three months, a sign the manufacturing industry is likely at the beginning of a rebound.

In early trading, the Dow Jones industrial average fell 6.27, or 0.1 percent, to 9,875.90. The Standard & Poor’s 500 index declined 2.43, or 0.2 percent, to 1,060.98, while the Nasdaq composite index fell 8.77, or 0.4 percent, to 2,107.32.

Yesterday’s Top Performing Small Cap Stock:

Vivakor, Inc. (OTC BB: VIVK) was a SmallCapVoice.com top performer yesterday closing up over 40% on trading volume of 85,310 shares.

Vivakor™ is a biomedical/biotechnology company with transdisciplinary research that develops and acquires products in the fields of molecular medicine, electro-optics, biological handling and natural and formulary compounds that extend or improve life.

Today’s SmallCapVoice.com Hot Stock to Watch:

GWS Technologies, Inc. (OTC BB: GWSC)

GWS Technologies, Inc., an alternative energy company developing and marketing solar and wind-powered renewable energy products and solutions, sees substantial benefits for wind and solar energy projects in yesterday’s White House announcement that $3.4 billion will be allocated to modernize the nation’s electrical power system to more easily use renewable resources. The money will be released in the form of grants to applicants and must be matched dollar for dollar by private funding. The grants are a result of an allocation of funds to smart grid projects in the American Recovery and Reinvestment Act of 2009.

“One of the biggest obstacles to developing more wind and solar power on a utility-size scale has been the lack of transmission lines tied to an electrical grid that’s capable of delivering clean electricity from the best solar and wind sites to the point of use,” said GWS President Richard Reincke. Mr. Reincke added that “Building a ‘smart grid’ will allow utilities to integrate renewable energy sources from distant locations with their existing generation sources and synchronize consumers’ energy use to coincide with maximum production times for wind and solar power.”

GWS Technologies is currently evaluating sites for wind and solar farms in Arizona, Texas, and Montana.
